Hi,had 1/4 bumpers resprayed in gloss black 2 pack paint as soon as they see sun they start blistering .Sprayer recommends drilling hole where not seen to let air circulate - happened to him before with a spoiler - same thing .Is this correct or could it be trapped moisture ??? Thanks dave

I'd suggest it needs to go back to the sprayer for him to rectify.

Sounds like complete nonsense to me, find another painter.

Presume these are the 'PU foam' type bumpers?... I have heard of issues when painting things like this before, same with motorbike fuel tanks etc, solvents pass in, remain in, and later can leech out, as they are not 100% impervious. There are some blocking sealers available, but I have no idea how effective they are on PU, all I can tell you is that they don't work on Buell fuel tanks.
