You could try smearing adhesive inside the panel by using your finger.
But you'll need to clean & scuff the area to give the adhesive a chance to hold, esp if there's any form of anti corrosion treatment.
Then tie a piece of string through the middle of the mesh, roll the mesh up, push it through the hole, let it unroll itself & use the string to pull it against the inside of the panel where you've put the adhesive, allow to set while under tension & hope it sticks.
It's a bodge & if it's corrosion damage the corrosion will probably reappear, coming through from the inside.

for bodging up a rust hole ?
clean it up both sides and fashion the mesh to be a bit bigger than the hole , big dollop of filler around the inside edge of the hole and squeeze into place , hold it there until dry , you can tie on a thin wire in the center to give you something to hold onto if need be
