How to remove white spots on paint

I have lots of small white spots across the back of my car, on the paintwork and on the glass. No idea how it got here, or what it is. But snowfoam and normal car shampoo doesn't remove it. Possibly a splatter of paint somehow. No idea how though. It's small, widely spaced white spots.
What should I use, clay bar? Something else?

Yes try using a clay bar on it. A builder I was using to paint the outside of my house managed to splatter my neighbours black BMW 3 series.
I spent quite some time claying the paint off the car and then polishing it.
Just have a half a bucket of soapy water to hand to use as lube and use a wash mitt to constantly wet the panel.
