I'm currently looking at a car but the driver seat base is quite a bit lower than the passenger side, the previous owner was a bit on the heavy side. I've seen lots of videos on repairing leather that is worn or torn but this seat has full colour and no tears.

It's just the seat base where your bum sits is sagging quite a bit and is lower.

Can this be fixed, would it be costly?

From experience (I restored leather for around 10 years) I'd say maybe £100-£150? Where roughly in the UK are you? I have a few contacts, but it depends on your location.

Everything can be repaired/rebuilt - and a lot of people are bloody good at it.
I had a side bolster replaced and it was just perfect - easy for a professional to do.
It's all cost though isn't it - what's it worth to you ?
Maybe just a second hand good seat swap is enough ?

I had this on a 7 series I bought, the cushion on the drivers side was shot the leather was fine, I just got the local BMW dealer to fit a new seat cushion wasn't expensive.

Can't remember, sorry - twas a few years ago.

If the leather is good then would only need some new foam and maybe spring/supports ?

This. The cost of the new seat cushion does vary - Mercs can be>£200 and DIY can be difficult, especially if it has all the connectors for electrical adjustment and heating etc.
