How much of an issue is this?

Is the crack all the way through the bumper & someone's tried to repair it with a thick layer of filler to bridge the gap?
Or is it thick filler that's covering bumper damage & is coming away from the bumper - possibly after light impact or flexing?
The circular mark on the middle pic MIGHT be from a number plate screw - I've seen quite a few over the years on plastic bumpers that have been hit & if the cap was missing you can tell if it was held on with a slotted screw or a phillips type
Problem is it may continue to come away if it's not adhering to what it's applied on & water penetration may cause more to come off.
If the bumper isn't cracked & nothing's flapping about then wouldn't have thought there'd be an MOT issue.
