I have been tasked with changing a wheel bearing on a pug 307. But the car has no locking wheel nut key or any codes etc to order a new one. Ive read that they are a shear bolt style and a removal socket will just take the hex part of leaving the actual bolt in place. I can take of shear part with removal socket.

I have thought my options will be. Posibly after removing shear part. (To make a bit more space)

1- hammer and chisel to see if i can turn bolt.
2- start drilling whats left of the bolt.
3- cut wheel off with stihl saw round the spokes and see if i can pull hub and wheel off together. (Jokes but maybe an option)

If 2nd option do i keep stepping up to the size of bolt and hope to save hub flange.
When hole is bored do i keep stepping it up to bolt diameter or try an easy out?

Any other options?

I believe these guys can supply a key from a picture and without the code.

These are great at Peugeot keys with the little cut shape on the end.

Yeah, they work great. I use them all the time in a professional setting. Very rare we get trouble with locking wheel nuts.
But your cheapest way is probably to go to a tyre fitting place and spend £10 a wheel getting them removed.

Without seeing the type of nut you're dealing with, impossible to give guidance
