CD 175 Air Valve Bounce

Air valve on rear carb bouncing at idle?
The carbs were rebuilt last year including new bypass valves.
Things I have checked or tried:
Diaphragm - ok
Return spring changed - made no differance
I disconnected the coupling and tried to ballance the carbs, which proved impossible, with both stops backed right off the engine still idles with the rear carb flowing a lot more than the front (effectively the engine is running on the rear carb.
The carb body/ air vale area does not appear warn.
The carb body area around the throttle butterfly could be warn, this would only give a poor shut off, which could explain the idle but the Air valve bounce?
If you put your finger tip under the valve you can feel it and it sounds like a rattle snake?
The Co is reading 2%.
The MOT is booked for Monday, any replies that dont include the words 'body, shagged
& carb', would be much appreciated!
