Odd battery behaviour?

So I've been not as good as I should and not used the car for a few weeks, I think the battery conditioner has stopped working too because when I went to start the engine would hardly turn over - flat battery. So I've whipped it out in prep for buying a new one and thought I'd just check the voltage for interests sake. Seems the conditioner perhaps was not lying because it reads 13.56v, which should be plenty to turn over the engine.
Now, not knowing a lot about batteries (that means nothing), is there some other factor that would mean, although there is lots of volts, there is not enough oomph to turn it over properly?

It is possible to have the right voltage but not enough amps to turn the engine over, a faulty battery COULD do this.A battery discharge test would prove/disprove this.

Do other electricals such as windows motors, lights, radio work as expected?

Terminals seemed good, but maybe the earth lead could do with a clean up. Everything else works fine and I'd need another pair of eyes on the meter when trying to start it.Do other electricals such as windows motors, lights, radio work as expected?
