Doesn't it depend on the age of the car? Plates fitted to '51' registered cars onwards must comply with B.S. Au. 145d.Mind you, presumably cars registered from 1973 onwards were supposed to have plates complying with the previous standard, B.S. Au. 145a which, as far as I know never allowed anything other than the registration number on them.
unless you 'know' someone, then it's illegal to get them done and so pretty tough. Look for websites which sell "show plates", they will send you the plate in a do-it-yourself kit, where you stick the laminate onto the plate (presumably the legal loophole way around selling them finished).

I've bought them 'finished' before but unfinished sounds interesting. I wonder if you could insert a clear infrared blocker?i think the law changed recently (nov 2008) and unless you want a plate which is totally standard then they are not allowed to sell them as a complete unit.
