Don't know about the offences of running with an illegal number plate, but they are soon to change in September and this will mean you can get smaller sized plates as the new standard fonts are smaller. If you look at the DVLA page it will give you all the info. If you make a plate at the new sizes and cut it down to the legal minimum it is a fair bit smaller than the current ones.
I've had a 2" x 9" plate on the front of my grif for about 8 months now and the only interest I've had is from a copper at the port in Dover when coming back from Le Mans. All he said was get it changed to what I replied "of course sir I'll do it first thing tomorrow". Past lots of Police since and they haven't bothered.
I decided to get a smaller plate this weekend.
I wanted to get the one with the new size letters then cut it down (my number has 5 digits) unfortunatly the places I went to told me they hadn't been issued with the new size.
As I've heard there are going to be stricter regulations regarding plates I decided to get a new on made up anyway. I have trimmed it down so there is a 15mm border around the legally spaced letters. (I hope this is legal anyway)
During the transfer I drove the car with the number in the windsreen (lack of double sidded tape) The temp on the move was between 85-89 instead of 89-93.
Bottom line is... it does make a noticable difference.
My front numberplate shrunk over the weekend (must have washed it too hot).
I seems to have reduced the running temperature by at least 5 degrees on a sustained run.
Does anyone know what the penalty for this is, or the chances of getting nicked (or even how lenient the old bill are)?

I have had a small numberplate for a year (made it a t work), and have never had any interest from the police. I fitted it when I had a Zertec lights & grill conversion on my griff. It seemed a shame to obscure the lovely new grill behing a huge numberplate. Just as a precaution I replace it with a standard one when it is MOT time. The numbers are 10mm smaller than the minimum for a car, but I think they would be OK on a bike. If memory serves me right, current regulations allow a smaller font size on bikes, which makes no sense really, because if the authorities think the smaller size is readable on a bike, then surely it must be readable on a car too!
As far as attachment is concerned, I use double sided carpet tape. This has never let me down, and I have crash tested it (pre conversion) at Mallory Park by hitting some armco... the number plate stayed put!
I believe under the new regs, companies making numberplates will have to be registered and display their registration on any plates they make. This is, I suppose, to enable the authorities to track down naughty boys making not-quite-legal plates. One would assume therefore that it will be more difficult to have small plates made up In general the new regs are much tighter.
had a 1" by 6" on my chimp - does keep it cool on hot days,
got stopped and blagged a warning, but its £20 fine, and not endorsable eg no points can be given.
saying that in stratford upon avon, a popular biker haunt, the feds recently went along every bike with a small plate, made them take it off and broke it, made them ride home with no plate at all.
