Lack O' Lacquer

Don't know why, specifically, although it's had this problem ever since I've been the owner. I've got a couple of patches, one on the bonnet and on the mirror housings where the lacquer's... ...well lacking! the bonnet patch isn't getting any worse, but the mirrors are, and now look a bit tatty.

Anybody else had this - what's the solution?

Would really like to protect it a bit, before the paintwork beneath gets too much damage.

???? But one of my mirrors looks like the paint has shattered. The only thing I would say is to flat back and relacquer.
