Just a heads up.
I've received a fine for my car in Bristol when it wasn't anywhere near. I have cleared that and notified DVLA and the Police. I don't know if there is any other organisation that I should inform.

IF YOU ARE OFFERED A VEHICLE WITH REGISTRATION MARK 9 DX PLEASE GET AS MUCH INFO FROM THE SELLERS AND LET ME KNOW.

There are some other threads - it’s Bristol city council that have fked up, not that you’ve been cloned. Apparently their anpr is st and misreads numberplates.

Well they were always going to struggle to make that fine stick, since the car is SORN'd and where the MOT expired over 9.5 years ago, which was presumably the last time that it was on the road.

Although it did fail because of dodgy number plates back in 2008. Maybe you should check that someone hasn't borrowed it and driven it to Bristol after all!

Oddly enough - I saw a TVR near to me with a single digit double letter plate a few weeks back

Most likely a co-incidence but the combination must be quite rare I guess?
