Crazing from an impact?

Guess all the cuts are to help the filler stick?

Yer that was my guess too. Do I have to sand it right back and re fibre glass it,the last thing I want is it to crack the paint a year down the line

Thank you, I will give it a good read later but on a glance it seems to have the answers.

That quantity of crazing would suggest that the underlying glassfibre has been damaged in the impact. No amount of surface repair will fix that. IMHO you have two options: make good and take a mould, cut out the damaged area and rebuild the area using that mould or buy a replacement section.

Was the paint cracked before you started sanding back?
If not then perhaps all you need to do is lay up a thin woven GF sheet and refill.
If it was cracked then you have little option but to cut it out.
