Are you sure about that Rover in 2023?

I used the number plate of one currently for sale on Autotrader. BU04 ZDX. 2.5 V6, facelift, and built not long before they went bust, and the TFL checker says that the charge does apply to that car.

I'm surprised you've found one that is not compliant; my understanding was all were compliant, other than those pre-2001 which was before emissions started to be recorded on the certificate.

EDIT: From searching a few, it seems the facelifts are not compliant and the pre-facelifts are. How odd ...

You have nearly identified the problem. It's the same as the "tax disc". Vehicles registered pre 01/03/01, the tax is based on fuel type and engine size. Between 01/03/01 and 31/03/17, it's based on fuel type and emissions. They started quoting emissions of V5's from 01/03/01. That is why your pre 01/03/01 registered Rover is OK, but a 2004 registered Rover isn't.

Incorrect, my car was registered June 2001. Pre March 2001 cars are non compliant, as emissions not recorded.

It's clearly a pot luck situation for 2001 Rover 75s. Pre-March 2001 as you say are not compliant as they don't have emissions recorded, and are not 40+ year old classics either, so are not exempt.

I looked at another one registered in March 2001 and that was exempt. I looked at another one, registered in September 2001, and that isn't exempt (NCZ9550), although that is from Northern Ireland, so perhaps they recorded different information?

I don't know what the answer is, except what is clear is a car does not need to be EURO4 to be compliant - it needs to meet the EURO4 NOx standards only.

Sorry for the slow reply.

I tried to pay for a CoC from TVR, however once I explained what it was for (as opposed to exporting it) they explained that NO2 tests had never been done as they had an exemption as they're built in low numbers.
So no joy there.

Motorbikes can be tested - there is one single garage in the entire UK, in NE London, who are allowed to do it (or that was the case, the last time I checked) but it's not possible for cars as yet.

My 05 T350 (4.3 Power's engine) will clearly not pass any tests, so I can only drive West from where I live....

My Feb 2001 Ferrari is not compliant, from Mar 2001 they are.

I have submitted an appeal anyway as I wasn’t driving and didn’t know the car would be driven in ULEZ

Always makes me laugh/ blood boil that if you drive what they think is a car throwing all sorts of deadly poisons into the air it's fine as long as you pay £12.50.
One day I'm going to take my Griffin into central London simply to stick 2 fingers up at the insane hypocrisy of the whole system.

Even more amusing.... My Jaguar XJR is ULEZ exempt as it's a Japanese import. An identical UK car would pay.

Congestion charge and Ulez for the TVR, but then last time I took it to London, Les paid (well TVR Ltd)
