There's a few owners on here but worth directing him to focusstoc.com for a wealth of knowledge.
14mpg is the result of either a heavy right foot or stop-start town driving. Plus if the car is being driven by the salesman it's also going to used as the demo car. 14mpg gives you some idea of its life so far...
I get an average of 28mpg which is actually on the high side according to the various threads on the forum. Obviously it's going to depend upon the style of driving but you can tell him to ignore Ford's quoted figures.

These 5 pot Volvo engines usually 'average' arround 24 to 28 mpg in normal conditions...not too much right foot or dawdling arround town.
I have got as little as 8mpg on track and as much as 32 being very carefull at reasonable sppeds out of town in the very same car.

14mpg from a standard St does sound rather bad. Mine has a few mods and I'm getting about 16mpg, thats mostly town driving with a bit of a blast at the weekend.
If he's planning on leaving it standard then perhaps 20-25 is a fair average. If he's planning on any mods (and the ST is very easy to mod) then 15-20mpg isn't gonna be far out.
I was pretty shocked at first but I didn't buy it to worry about mpg.
There lovely cars though and the performance, especially modded, is fantastic :-)

it dosent exactley sound like its been run in very niceley. if your oney going to keep the car for a little wile then its not much of a problem. but would you like to have a car that has had a very hard time since day one, you have to ask your self the question.... what is it going to sould like wonce its hit 100,000.
Dont get me rong when i got my ST150, i dident run it in at all. Because im a real beiever that if you want to get the most out of a car then dont run it in at all, so to keep it nice and loose. But there is no way i want to keep it wonce its passed 50 or 60K.
My brothers last car was a BMW 330i and that was a ex demmo. He drove it VERY hard each and every day and it burnt lots of oil and when we sold it at 64k it sounded like box of spaners, and thats comeing from a BM.
He now has a Focus ST and has done lots of work on it to bring it up to 300BHP, he drives it like a total hooligan, yet again each and every day, eaven from cold, despite me telling him not to. I went out for a quick rip in it the other day and when i got back to his house i was wateing for the Turbo to slow down and it was reeding 19.8MPG.

26.5mpg average here and they get better as the miles pile on, though it does depend what type of roads you drive. 14mpg average must mean it's being driven by an idiot, frankly.
They are pretty thirsty cars, though, thirstier than my old ST220. Apparently, they set them to run rich on the Focus to limit engine damage as mpg on the motorway in the 2.5l Smax (car which weighs another 400kg!) is actually better.

the overfueling (run rich) is common on turbo cars as it keeps cylinder temps down thus helping prevent engine destroying detonation. A safeguard against the owner running crap fuel. A remap would improve the mpgs to some extent. I recall remapped gt4s (either via a unichip or a replacement ecu like the motec) returning 30 mpgs on gentle driving when struggling to find 25mpg on the stock ecu (the leaning out also provides a bit more power to boot.)
I managed an average on 9.2mpg around a lap of the 'ring in my '06. Remapping doesn't help; I averaged 24.8 over 10K and then 24.9 with the old stage 1 bluefin over 8K. That said, the new 271bhp bluefin map 'seems' to be better (by 1mpg perhaps). BTW, the fuel computer reads low by about 1 mpg too.
14 mpg could be town driving and/or idling?..... Demo car are always going to see a hard life, so long as it is warmed up correctly before hoofing it, it should be fine. Ford is a 3 (?) year warranty, isn't it?
