registration S111 P** negotiation

Hi All

I was wanting to know if anyone knows of the owner of an focus ST-2 2005 registration S111 P** the reason is that I missed out on buying the reg from the DVLA a few month ago and would like to know if it would be up for negotiation?

I dont think they is a Legitimate way of finding out the owner any ideas?
