Mid/Late 2000s TDCI Confusion - 128bhp vs 138bhp MPG/Tax

Hey all - currently looking at buying an around ~2008 Ford Galaxy TDCI, and wondering - Those of you that have had the various 2.0 TDCI engines around that time, maybe up to 2010... please could you shed some light as to when the various engines changed / what they were like??
I found a lower power 128bhp TDCI locally, but it has poor MPG and is £385 tax being 199g/km of CO2 - the 138bhp of the same year is less to tax, less polluting and slightly better mpg - are they not the same engine with a different map?
Did they change the engines the following year or two? I found a 2010 140bhp 2.0 TDCI that is £255 tax - it's more money, but are they a lot better?
