Focus ST (18) - fuel consumption

Hi. Had my ST2 (petrol) a fair few months now, & try as I might I can't get the fuel consumption to vary from 28mpg. Ouch!!!
I drive rural roads mostly, tried changing gears when the green arrow shows (and not), like to put a bit of pulling power down, but by no way rag it, rarely even get turbo engaged. (Tame lady driver, really; honest! )
Under 25k on the clock, main dealer serviced, can't find any performance or other issues: he's just very, very thirsty!
Is this normal? Anything that I should check?

I have a 2017 ST3. I average 27ish mpg in mixed driving, whilst trying to drive gently. Down to 25-26 in heavy commuting traffic. Full dealer history and 24k miles. The "eco" flowers give me a medal for driving so I doubt it's possible to get many more mpg. Booting it about a bit it's easy to average less than 20mpg but keep that up and you won't be worried about fuel consumption any more!
Mines a 2016 ST3. Getting about 35 mpg and down to about 30 ish around town. Nearly all my miles are dual carriageway and 80 plus miles each way. For our around town stuff, we use our 1.0l Ecoboost BMax. I’ve switched to VPower and Tesco 99 about 5 tanks ago as e10 had really dropped the mpg down to about 30 on a run.

I average low 30's on my B road commute, best I've done is around 38 on a long distance motorway trip and taking it steady. Don't really drive in urban areas very often but I would expect it to drop below 30.
Depending on who you listen to the engines can be a bit "fragile", so I would avoid running in too high a gear or lugging the engine trying to extract a marginal gain in fuel efficiency.
