Any Ford techs here? Need advice regardng 09 Ka 1.2....

Hi all,
Wifey's Ka 1.2 has a suspected failed ECU. I am getting lots of conflicting advice from ECU repairers, the main dealer and auto electricians. The big question is, can you re-code a used ECU (the new ones are £900+ and on back order). The main dealer says no way, ECU suppliers say they are plug and play....
As this is a Fiat 500 in different clothes, it's not your usual Ford.
For info, the car would not start (it would turn the engine over though) and a solid red padlock symbol is illuminated on the dash.
