New Fiesta ST has anyone ordered anything but a 3

We are looking at the new ST and if you put together a reasonable spec list it seems the 1 and 2 fall short and the 3 works out cheaper.
Next thing is about dealers and test drives.
We went to two dealers last weekend both in the same group. The first told us that a test drive would take some arranging as none of the ST's were being used for demo as they were selling to quickly but he might be able to find one we could sit in.
Following this we drove 7 miles to the next dealer and spoke to the salesman, they had two cars (both st3) we could sit in and has arranged a test drive for next week with no issue.
The question, is there such a wide gap in service from dealers in most Ford garages or did we just get the wrong guy on the day at the first garage?
Not owned or dealt with Ford for a long time so would like to know if this is normal.
