Focus balancing/tracking issues

I've been having some issues with my tracking and balancing.
I had some cheap crappy budget tyres when I bought my car, they had been balanced but the steering wheel still vibrated around.
I bought 4 Michelin tyres and decided to have the tracking done and balanced. Balancing was done and I asked if there was any issues. The guy said when he was doing the tracking he would tighten one side and move the other. He'd then go back to the original side and the wheel had moved out of alignment. He said he's never seen this before, which I thought was strange..
Moving on I drove the car home.. steering wheel vibrating again, but the car wasn't pulling.
Took it to another local garage that I trust. He done a balance and found they put too much weight on one wheel so he removed it. Wheels are now properly balanced, but the steering wheel still vibrates when doing bang on 70 and worse at 80! it's no where near as bad, but it's still bugging me. I know the wheels are balanced fine and he checked them to see if the alloys were pitted, nothing there.
Could this be something to do with the alignment troubles? I haven't got anyone else to look at it yet
