3 years/36k sounds like a scam!
Garage observed that they get more cambelt failures in Winter as the ageing rubber stiffens in the cold and can't cope with starting up on cold 'n frosty mornings.

That's what I thought at first! To start with they recommended changing the cam belt every 72k/6y, but some started to go earlier than that, so they halved it!I've been told that they can last a fair bit longer than that, but I'd rather be safe than sorry! In fairness it's a pretty easy job as far as cam belt changes go!
