Just bought a focus 1.6 petrol and the metal pipe section of the pipe that runs from the powersteering fluid tank to the rack has a section cut out and rubber pipe jubilee clipped on.
I take it this is a low pressure pipe? Or it would have pressure in tank too, correct?

Correct.

And it is quite common on KAs and Focuses for this section of pipe to corrode so someone has fixed it with a section of rubber pipe.
No big deal as far as I know.

Yeah MK1 Focus's are rust buckets. I had to do this exact bodge on mine.

My Mk1 Mondeo has had a similar bodge. Easier & cheaper than replacing the metal pipe work.

Yep, had this on mine when I had a 1.6. Common problem and cost about £300 to sort at a main dealer. Cost a bit more than usual as it was pissing power steering fluid on the aux belt, contaminating it, warranting replacement.

If the bodge is holding, then I'd leave it but keep an eye on your levels.
