Ecoboost Turbos

So I'm very aware the the wastegate actuator runs off the vacuum pump (similar to a diesel) but what a cant figure out is if the vacuum created opens the wastegate or closes it. I'm trying to figure out a way to make a boost controller of sorts for a vacuum controlled wastegate.
