L reg Escort 1.3 CFI problem

I was wondering if anyone could enlighten me on a particular problem my younger sister has been having with her escort, the problem began with an intermittent poor idling over the course of a couple of weeks where the car could cut out at junctions and ended up last week with the car coming to a halt and refusing to start.
A mechanically-minded friend had a look and found that the car would almost immediately flood when trying to start and said that the CFI unit was almost certainly to blame for this as they have a track record in failing. I would be very grateful of any opinions that anyone may have regarding this problem and any tips on verifying this and typical fails of this unit (if any)
