Way outside my field of knowledge, I was just happy to find someone who could write 14 CUX maps for me at a sensible price
Emissions are not an issue as long as the original engine was designed to run emission complaint in the first place its just basically a case of getting the air fuel ration to stick at 14.7:1 with whatever ECU and fit catalysts, ( assuming you are not running racing cams for road use). Some ECUs run in this mode all the time (like the Prius) and you cant unlock them, so the engine will run at less than peak power at full load that needs an AFR of nearer 13.5;1. Other set ups will allow the mixture to run richer at full load as there is no emission checks at higher RPM, but I cant pass comment on the Ford ECU or whatever they use.
The Rover V8 so its always been a bit of a compromise as it was never designed with emissions in mind and getting them to run well at 14.7: 1 is not ideal as it leads to a poor idle and lumpy low speed response if you tune them at all so running a non emission based based fuel map will giver better MPG and low speed manners. Peak power does not change as even in emission mode, the ECU lets the mixture richen above 2400 rpm or 2/3 throttle for peak power anyway.
