true .. phrased wrong, I need to cross, I thought there maybe a service road or something, but no matter, I'll go down a bit and turn round
OK. There is indeed a way round at Fleet services. If you get Google Maps out you can work it out. HOWEVER - it certainly isn't "allowed" and there may even be barriers you'd need a key to get through......so in practice there isn't...

I don't think it would be any quicker than driving down to the Hook junction and back though.
ETA: My info is a few years old now - could be out of date. Driving to Hook & back would still be quicker though.

I thought it was a posts that come out of the ground affair, just before the petrol station and in the trees (to Pale Lane?). I assume that emergency services have a swipe card or something, I only saw recently that there's, on the other side, a footpath from Elvetham Heath for those out of hours munchies (I'm not suggesting that you need to take weed if you live in identikit village btw)..
Northbound barrier is down, and has been for some time - I live right near it and use it all the time, I suspect the south side is the same as I see loads of cars coming in and out of there - and its supposed to be a dead end.
If coming from South, you need to take a left opposite the petrol station before the car recovery yard. If coming from North then take a left directly opposite the entrance to the truck car park.
They are 1 min apart, so its far quciker than driving to Hook jct, you can loop from one to the other under the M3.
HOWEVER - I dont know for definate about South side, but the North side is always down.
