I always notice that where I live. The A322 south of the M3 J3 going through Bisley and Knaphill, traffic is always at a standstill because of all the traffic lights. As soon as the lights are not working the traffic flows smoothly, and surprise surprise NO accidents either.
Same thing happened in Leighton Buzzard once. It is a nightmare to drive through normally with lights every 200 yards or so, but one Saturday all the lights were out, and the traffic was a dream
