Coming back from London this evening, just passing Wokingham and i saw the Average speed cameras flash over on the other side. So it seems the Gantry's are now live.
Also, saw this posted on a Reading Forum today, from Highways England.
We anticipate the major work between junctions 8/9 and 12 to be completed during March 2021. We’ll then hope to temporarily increase the speed limit on the M4 to 60 mph while we're in the commissioning phase, which is the testing of the technology. At this time we're unable to provide exact date as all work activities are weather dependent and subject to operational constraints, which may delay the planned work and timeframe.

Yes they do flash.
I did some work on the M25 North average cameras just over a year ago. Maintaining the Fibre network which links all the gantrys.
They all talk to each other and calculate your speed between the laser trackers. If over the preset limit, i.e 81 on the M25 north then it sets the camera off.
