Tesla Police Car on M4?

Yesterday morning saw a red Model S tucked in behind the Armco somewhere around J13 westbound. Couple of occupants possibly in dark outfits. Was it a police car?

Didn't see any speed traps active that day. Although normally they seem to be more on the Wiltshire section.

Saw the same car - just assumed they had broken down / hit one of the large craters on the inside lane at some point.

Nice to see a variable limit in the M4 roadworks yesterday. 60 in the morning and 50 in the evening.
