M3 last night London bound

Very odd things on the M3 last night night.
Came under the M25, sign up saying lane closures, 50mph etc, suddenly came upon a 4x4 stopped in lane 2 with hazards on, scared the hell out of me!
A mile later on the opposite carriageway lots of emergency staff working an incident, including multiple ambulances parked on the road above, but Twitter later showed it as a "Police incident"?
What happened?

Was it one of those white 4x4s with flashy lights on, lots of random text in red letters in the back window, with some oddball with yellow sleeves making odd justures out of the window? Total Walt, swerve on by...

After I posted I did wonder if it was a suicide attempt. I hope he gets the help he needs.
