Vagrants in Windsor

Four of us went to the theatre in Windsor recently and parked in the River Street car park. It was a couple of minutes before six o'clock and we decided to drag our feet until six so that we could pay a couple of pounds less to park until the end of charging at nine o'clock. At five to six there were no people around the pay and display ticket machine, but at a minute past a couple of rough sleepers were slumped against the opposite side. As we started getting ready to put coins in (no cards in the car park) a female of the rough sleepers jumped up and shoved a card in the machine saying "I'm a resident; now you pay only the lower table charges". Once the card was in - and she was fast - the machine was only accepting the lesser sum. Quite how to reset it back to visitor charges was not clear so we paid the expected amount. Obviously this woman expected a handout of up to the saving gained by using 'her' card. How would a vagrant obtain a resident's parking card with (a) no car and (b) no address to use as her residence? The likelihood is that the card was stolen I assume. Can we expect a brown envelope from Windsor Town Council related to using a resident's card when the car registration was not on their database? Might we be charged with theft of the card? This is clearly a regular money-making scam so why do the police not crack down on it?

Hmm... Maybe, or perhaps sit tight and wait? I had no intention of defrauding the council, but this woman made it impossible at the time.

I think if you advised them of what is occurring, they'd be grateful.

Then again...
I have filled in a contact form describing the event roughly as my post above. No doubt they know of the scam as it's only a variant on earlier ones, but my concern is to avoid accusations of deliberate fraud. We'll see. Thank for your input Smiler. The number of down and outs in the town is far higher than I've ever seen. It's almost as if it is orchestrated to make a point. Even Brighton doesn't seem to have so many.

I'm surprised motco needs you to reply on his behalf....!!

But I'm sure that a polite but firm "No thanks" to the ticket machine lady would have been sufficient at the time to prevent any further fretting by all concerned parties. And then no need to post about it on the internet hours later. There you go.

Is there anything else you do on behalf of motco?
