Frimley Green planning madness

In these times of trying to save money Surrey CC have come up with a gem.
Due to the proposed housing development at Deepcut Barracks the planning Gurus think it would be a terrific idea to install 4 way traffic lights on Frimley Green to replace the two mini roundabouts and pedestrian crossing.
How does that work then?
The cost to install, the cost of running of the lights and the pollution of stationary vehicles that will be there at all times of the day!
Pure genius - not!

Fantastic idea - change the road design well before the housing estate is even built I didn't realise the existing setup in the village centre was a particular hotspot or pinch point that required remedying.
No doubt this will also lead to a new plan being put in place to redevelop the layout at the Red Road / Maultway / Upper Chobham Road r/bout again, because the last "change" they made adding the extra lane from the Deepcut direction was inspired
SCC should spend a bit of time investing in planning how exactly all the nearby local facilities will cope as / when this massive development gets the go ahead. The last time I looked there didn't seem to be much consideration being given to exactly how services like doctors, schools, etc, are meant to cope with the extra influx that will be generated.

I expect the developer will be paying for any alterations like this as part of their proposal to the council. The priority should be to sort out the weak railway bridge at the end of Deepcut bridge road, it will become a serious bottleneck OR push additional traffic through Frimley green if not sorted. There was a proposal to use the existing army road the Deepcut side of the railway for access to Brookwood without pushing additional traffic through Frimley Green or along the "bends". Not sure what's happened with that. An extra 1200 houses and likely 2500 vehicles will cause a lot of extra traffic.
