The roadworks between (I think 4a/5 - 6) are clearly in full swing.
They would appear to be making the hard shoulder into a usable lane, which I suspect involves turning it in to a managed motorway.
Odd that they are also implementing this southbound, surely a waste of money, I rarely see the traffic busy enough to warrant a new lane.
Or am I missing something?

I think these works are for armco installation and bridge works, not the new speed control.
I have noticed that they have cocked-up the southbound land widths, the centre lane is 2 ft wider than the other 2 when the inside lane should be wider one for the lorry's, it's not rocket science to get it right is it?

Typical Highways balls up.
How many times do see a vehicle on the hard shoulder during peak times.

Without fail going from Jct 3 to Jct 4 every evening I always see at least one broken down vehicle if not more. Disaster in the making frown

It's going to be a nightmare for many reasons!!! Test run first with all lane running on the M25 first!!!

(No hard shoulder markings at all, be just like the A3 south of the M25, which is a bit hairy at times!!!)

It will end in Carnage & Tears

Leave the road alone or widen it giving 4 running lanes and a safety lane / hard shoulder
Put centre barrier at exit slips such as M25 to stop lane hoppers and last chancers
A complete waste of 146m quid IMO
