Lightwater bypass and M3 Junction

Having got stuck in traffic heading northbound on the A322 it struck me that the lights on this junction are really badly sequenced. There was barely any opportunity for traffic from the A322 to join the roundabout causing a massive tailback towards West End. I know this has always been a pinch point but I travelled 400 yards in about 15 minutes this morning.
Surely it's not always been this terrible. Why on earth aren't there lights to control the A322 traffic?

Used to work in West End and used the route below. It was a massive pain in the arse not being able to do a quick U turn after the barriors were put up. You just can't tell how fked the road is untill you're around the bend.

It's ridiculous. The lights on the roundabout only control traffic already on it and traffic joining from the M3. Only about 3 or 4 cars were able to join the roundabout from the A322 northbound a minute.
