I have noticed on a few occasions cars from a "premium german brand" having paintwork attended to undercover of a marquee outside! Is this now feasible with modern paints and refinishing practices?

I dont think so. I have yet to see a "smart repair" which Stevie Wonder wouldn't begrudge paying for. That said most people seem oblivious to shoddy paint work which is why these places get business I suppose. Dealers use these touch up van people as its cheaper (to the dealer) than even using its own body shop.

No - it is quite doable now!

Obviously there are guys out there doing poor jobs leading you to think otherwise, but there are a lot of chaps who are fully capable of doing a repair outside to high standards. In all honesty, not many dealers own/have a bodyshop. Most dealers have preferred repaires (usually down to price) whom they market to the customers as their own bodyshop though, which is where you have likely got this misconception from! Sadly due to the constant price war amongst smart repairers, trade work via the dealers does not pay as well as it once did forcing the repairers to cut corners to save time and use cheaper products - this is why the SMART repair industry gets so many negative responses like this!

Chips-away repaired a scratch on the rear bumper of my MX5 in the company car park in Fleet a few years back (probably about 8 years ago) and afterwards I honestly couldn't tell where the scratch had been! He did a superb job and I'd recommend him to anyone.
Shame someone reshaped my rear bumper a couple of weeks later resulting in a new bumper on their insurance. If I'd waited I'd have my money!

He did a couple of alloy wheels at the same time - just light scrapes/scratches and it was an equally superb job. I still have those wheels and I wouldn't be able to tell you which ones were repaired.

This was a long time ago, but even back in 2004 ish I watched someone do smart repair(s) to all the scratches on a silver IS200 and it looked perfect after, I genuinely couldn't tell where they had sprayed.

That being said, it depends hugely on who and what is being done.

I've repainted a bit on my car and I doubt you'd be able to tell where at first glance, I can tell that the door has been resprayed (I assume professionally) due to the colour match not being perfect and that stands out more than what I did using a rattle can unless you know where you're looking.
