Lots of Police on the M3

I was going down the M3 southbound past junction 4 this morning at around 10:15. There was 5 or 6 police cars all with lights on in lane 1 and 2.
As I was passing I noticed that it looked like they has performed a TPAC and stopped a silver Focus, however I am guessing it was just training as there were in no rush to get the driver out of the car.
Do the Police do training like this in busy morning traffic?
