Just guessing here but while there may be a "tested maximum speed" - as in how fast she would go flat out - and a governed top speed - as in "you don't need to flog it any more", I seriously doubt there is a maximum design speed. Too politically incorrect or not approve by the company lawyers.
Looks like the term has more applications in aircraft where the added pull of gravity comes into play. Grady

Maximum design speed is what the vehicle is limited to as a top speed due to aspects of its design. Yes, technically a governed top speed. In this particular instance the vehicle is limited to 98MPH so that GM only have to use 'S' rated tyres. GM use a series of maximum design speeds dependent on vehicle class. ~85MPH for trucks, 98MPH for vans and SUV's, then somewhere around 105-107MPH for cars.
