Car with non-repairable title

Can anyone tell me if you can put a car back on the road that has a non-repairable CA title? Thanks!

Nonrepairable / Parts Only / Export Only: A nonrepairable or parts only title indicates that the vehicle cannot be titled or registered in the U.S. again. These vehicles may be exported in most cases.
