Strange tag on an Escalade

Saw this in Arizona:..black Escalade driven by a man with who looked like a secret service agent...white shirt, dark suit and tie..( could just as easily been a limo driver of course. Plate was plain black, with just "410" on it, but what caught my eye was the state identifier for Arizona was just a sticker rather than the normal pressed plate.... any ideas???
