Canada Park Passes

Can anyone shed any light on this, we bought the park pass as we do every 2 years (we reuse the next year) but this year we seem to have 2 taped together?
Both are from the same booth in Banff and have sequential numbers?
Did they make a mistake or has it changed to, 2 passes?
It / they still cost the same as usual so unsure what to think.

I only got one when I renewed mine a couple of months ago. I've not heard anything about a change, nor can I think of a reason why they would. It's always been one pass per car, so if you have a family/group pass why would you need two?
That is why I asked as I didn't notice until we returned as it is normally one stuck on the mirror and forgotten until next year but putting it away I noticed it.In the last 10 years it has only been a single pass.

If there's more than one of you travelling together I just assumed you'd have a family/group pass, as it costs the same as two single adult passes but allows access for up to seven people in the same vehicle. If you are just a couple who will never have anyone else in the car when you need a park pass then it makes no difference.
