So tell me . . . what are the procedures towards buying a car 25+ years older in Europe/England (or elsewhere) and correctly importing and licensing it here in the US. One issue I wonder about is getting a title and what the equivalent in Europe is. Do I need to get a Manufacturers Statement of Origin? (MSO) I guess the HS-7 form might state all the info I need to present if I mark the 25 years and older option. I believe it's the local state DMV's that want proof you own the car not so much the feds.

As a bonus question any info on licensing the car in California with our CARB/smog compliance issues. I'm hoping a car 1974 and older won't be too much trouble for CARB compliance. If not perhaps some of the Registered Importers can make the hopefully simple changes for CARB - if even necessary at all.

Try this thread link below if it works. A guy on the TVR forum imported his '78 Taimer last year from Germany. Its actually very straighforward for a 25 year old car. I imported mine in 2004. You can fill in the two forms yourself and give them to your shipper. You will need to find a US customs broker at the port of destination.
Titling varies from state to state, but take all the paperwork and it should be fairly painless, depends if the local DMV you go to has any experience at titling an imported car. No clue on Ca SMOG stuff though.

Importing a car that is 25+ years old is not difficult. There are no EPA/DOT requirements to meet.

It is basically a few forms and 2.5% duty on the sales price.
