Mel said something about these a few months ago - and thats how long they've been there too. Apparently non-operational yet but obviously being used to measure speed and, ultimately, to stop people just slowing down for the Gatsos. They may well come into play at some point, if not already. These cameras are on both carriageways and tend to tie in with the Gatsos or junctions as there is one by the Sun in the Sands camera and definitely one just as you leave the southbound bore. Shame as its a decent bit of road and easily good for 60 most of the time without any trouble. And so many people just pile past them that you can bet they will be in full force pretty soon.

What I'm on about are only up on the northbound tunnel and were only just put up when I posted (I spend my life on the road ;( )
