A20 Dover to Folkestone

Anyone know how far along the A20 a 125cc motorbike with L plates can go London bound? I've always assumed they would have to come off at the tunnels and go down into Folkestone and the long hill to Blackbull Road, but someone mentioned they are able to go down to the sliproad at Cherry Garden Avenue but I beg to differ..

Where does it actually become the M20?
