Yeah, I shared your view when I read the article.... why don't police just issue a statement that they're changing their guidelines for pursuits and the new policy is "we will catch you at all costs"?

Luckily he didn't crash or hit some innocent bystander. Which can happen when they run, even if the police keep up the chase or not.
