Importing a car with no catalytic converters

Can you import a car with straight pipes or must you put the cats back in? What about if the car is brought in as a special interest vehicle?

Also, are no cats illegal and do they effect wof? What about insurance? I'm assuming if they are an illegal mod then insurance will refuse to cover you or pay out in the event of an accident?

I tried searching but info was confusing and contradictory. Anyone had any first hand experience with any of these issues.
