Although strange rules when a few OEM cars do not have washers.

I believe than any car built for the european market with HID lamps must have headlamp washers. Corvettes and Mustangs coming in from the states have HID lamps but no washers so the headlamps have to be changed to regular ones to pass the IVA test.

Date specific I believe, there are also lots of cars with aftermarket HIDs fitted and no washers. Look in general TVR gassing for more detailed info on interpretation

I think the intention is to weed those with poorly fitted lights that blind other road users off the road.

ie. most aftermarket HID's

However, I have seen some Subaru vehicles and Honda that had OEM HID's and no washing system.
Also heard someone say that some Hyundai's are like that too

The Kia Sportage I have seems to enjoy washing its HID's too much almost. Not even sure if the Seat is using them tbh. I doubt much of this stuff probably even applies to the SS1 :L
