The problem is that a single garage is going to be attached to something, and therefore unlikely to be sold off on its own. In the example I gave, the garages have actually been converted to a small commercial premises - so maybe £85k is actually about right.
I'm reckoning the value is actually that you could knock them down and build a house in the space.
Why is renting a problem? I used Ipswich Borough Council and rented a single garage for a while - it cost circa ~45 a month.

I think it used to used by a funeral directors so the garages are deep enough to take their limos & hearses. 4 cars wide, 1/2-2 cars deep with parking at the side for 2 or 3 cars so its deceptively big.
Then when you've finished with it you could sell it on as development ground for a house.
