Travel help in Newport

I need to go from NP182LX to NP10 8QQ on Thursday morning. I need to be at the 2nd postcode by 9

1) how long should I allow
2) should I go via the motorway or dual carriageway?

Probably best to take the SDR (dual carriagway) which passes round the docks and should only take less than 10 minutes but at that time in the morning expect a decent amount of traffic so leave a little earlier than planned.
