For the last week or so most mornings and evenings I've seen a handful of people in hi vis jackets sat on various bridges along the M4. They seem to be doing some sort of survey but has anybody any idea what their actually counting? Seems a boring way to spend your day if you ask me especially as I seemed to be seeing the same people on my way to and from work suggesting they were doing it all day.

seen them everywhere too. m4 & in clifton in bristol. seen them in other places but cant remember where off the top of my head

I saw a large whie van over one of the M4 junctions on the way back from Supercar Sunday. High-viz jackets were very evident. Looked very odd. Think they may have been Highways Agency or something like that. May be they do it deliberately just to get drivers to slow down!
